Major Traffic Diversions
There are no major arterial roads that are closed as a result of the event.  Localised traffic diversions will be provided for the Lorimer Street and Williamstown Road closures.  Vehicles wishing to access Lorimer Street from the Bolte Bridge will be advised to access the Docklands area via the Footscray Road off-ramp.

Docklands Access (Victoria Harbour)
Vehicle access to Victoria Harbour will be restricted as a result of the Harbour Esplanade closure.  It is noted that the closures are at the beginning of the course and as such the runners will not be spread out and as a result the closures will be short.
Given the above, the Bourke Street and Collins Street accesses to the Docklands precinct will be kept open as long as possible prior to the event and reopened as soon as possible after the event to ensure that the impacts to Victoria Harbour are minimised as much as possible.  In this regard it is proposed that stop and hold closures be provided for the approximate 10 minute period that it will take for the runners to pass.

Lorimer Street Residents Access
Vehicle access to Yarra’s Edge and the industrial land bound by Lorimer Street, Ingles Street and West Gate Freeway will be restricted as a result of the Lorimer Street / Ingles Street closures. It is anticipated that runners will be on this section of road between 8:30am and 9:00am. For residents of Yarra’s Edge who do require vehicle access for this period it is recommended that they park their vehicles on Lorimer Street (westbound carriageway) prior to the event. Runners will be limited to the eastbound carriageway of Lorimer Street. When gaps between runners occur on Lorimer Street traffic controllers will allow vehicles onto Lorimer Street west of Ingles Street. Alternatively vehicles accessing Yarra’s Edge and the industrial area will be able to do so before and after the closures.  In order to minimise vehicles in Lorimer Street, vehicle access during the event will be limited to local residents only.

Access to Port Melbourne
Vehicle access to parts of Port Melbourne west of the 109 tram route will be restricted as a result of closures to Ingles Street, Williamstown Road, Lorimer Street and Evans Street.  Access to this area of Port Melbourne will be provided via Graham Street and Todd Road (and West Gate Freeway).

Vehicle detour routes on Williamstown Road will be in place as follows:
Westbound: Vehicles detoured at Ingles Street
Eastbound: Vehicles detoured at Graham Street

Eastbound trucks will be detoured off Williamstown Road, at Todd Road and Graham Street, to the West Gate Freeway (via the Todd Road onramp).  The alternate detour route for large vehicles would have been via Clarendon Street / Spencer Street as a result of the low clearances on Montague Street and City Road.  As a result, the proposed detour via West Gate Freeway was considered to have the least impact to all road users and residents.

Resident / User Access
The following organisations, stakeholders and businesses have been identified with direct vehicular access restricted to their location during the event:
residents on Lorimer Street between Ingles Street and Wurundjeri Way
residents on Victoria Harbour (west of Harbour Esplanade)
businesses bound by Lorimer Street, Ingles Street and the West Gate Freeway
residents along Evans Street
Station Pier
St Kilda Marina
Port Melbourne Yacht Club
Local access will be provided to the roads adjacent to the course.

Pedestrian and Cyclists Access
Controlled crossing points throughout the event route will be provided at the following key pedestrian / cyclist areas:
Bridge Street in Port Melbourne
Beach Street at Bay Street
Beaconsfield Parade at Kerferd Road
Tram No. 109 Terminus
Promenade at St Kilda Beach
Pedestrian and cyclist movements will be permitted and uncontrolled at other locations throughout the course.

Public Transport Disruptions
Road closures in operation for the City 2 Bay event will cause disruption to a number of bus and tram routes that travel through Melbourne.

Tram Services

Harbour Esplanade Tram Services
These services will not be disrupted as new works have positioned the trams down the centre median.

Collins Street Tram Services
The stop and hold closure at the Collins Street / Harbour Esplanade intersection during the event will affect the operation of Tram No. 48 (North Balwyn – Docklands) at this intersection.  The intersection will be inaccessible for periods between 8:30am and 8:45am associated with the start of the race.

No. 109 Tram
There will be no disruptions to the 109 (Port Melbourne – Box Hill) tram route through Port Melbourne.

City Circle
The City Circle tram operates along Harbour Esplanade in Docklands.  The first City Circle tram a Sunday morning passes along Harbour Esplanade at approximately 9:40am (both directions).  It is anticipated that the start line would be cleared by this time and as such, should not impact any of the City Circle tram services. 

Bus Services

No. 232 Bus
The closure of the Williamstown Road / Ingles Street intersection will impact a number of morning services on bus no. 232 (Altona North to Queen Victoria Market).  Citybound, the intersection closure may impact the 8:17am and 9:17am services through the intersection.  Outbound, the intersection closure may impact the 8:38am and 9:38am services through the intersection.

Other Services
It is noted that the following buses which use the runner course do not operate on a Sunday and as such, will not be impacted upon:
Bus Route No.’s 235/238: City to Port Melbourne / Fishermans Bend
Bus Route No.’s 250/251/253: Garden City to North Carlton / La Trobe University / Northland S.C.
Bus Route 606: St Kilda to Fishermans Bend

Melbourne City Shuttle Tourist Shuttle
The Melbourne City Tourist Shuttle operates along Harbour Esplanade in Docklands. The first service commences at 9:30am on a Sunday morning from opposite the Arts Centre on St Kilda Road, it is anticipated that the first service to Harbour Esplanade would not pass through until after 10:00am after Harbour Esplanade is anticipated to reopen.
